
Hanoi Is Building a Semiconductor Hub — What That Means for Penang

Vietnam is making a deliberate, government-backed push to turn Hanoi into Southeast Asia’s next major semiconductor hub. At the Hanoi master plan announcement and investment promotion conference in late June, the Hanoi People’s Committee signed a semiconductor technology cooperation agreement with G-Group Technology Corporation, Russia’s Molecular Electronics Research Institute (MERI), Hanoi University of Science and Technology, and National Security Technology JSC — bringing government, academia, and industry into a single deal.
That event triggered a flurry of activity. By the time Vietnam News Agency published its update this week, the city had signed 18 memoranda of understanding with domestic and overseas enterprises and research organisations. The agreements cover digital infrastructure, AI, semiconductors, integrated circuit design, technology transfer and workforce development — a deliberately broad stack, because Hanoi wants to be a full-stack hub, not just an outsourcing destination.
Viettel Breaks Ground on the First Vietnamese Fab
The biggest physical milestone is Military Industry and Telecoms Group (Viettel) launching construction of Vietnam’s first high-tech semiconductor chip manufacturing plant at Hoa Lac Hi-Tech Park. The 27-hectare facility is being positioned as a national hub for chip research, design, testing and manufacturing — and as the foundation for a “Make in Vietnam” semiconductor ecosystem.
For a country that has been almost entirely dependent on imported silicon, that is a serious industrial statement. It also signals that Hanoi wants to move up the value chain from back-end packaging, where most ASEAN chip activity currently sits, into front-end design and fabrication.
The Talent Pipeline
Hardware is the easy part. People are the bottleneck, and Hanoi is attacking head-on. Under Plan No. 212/KH-UBND, the city aims to train at least 22,000 university-level and postgraduate semiconductor professionals by 2030, alongside establishing an International University of Technology, a data and semiconductor R&D centre, and a dedicated technician training centre at Hanoi High-Tech Vocational College. The college is already partnering with Amkor and Samsung on industry-aligned training.
The talent target is ambitious. It also mirrors — and arguably copies — the playbook that Malaysia’s Penang cluster has been running since the 1970s, when MIDA first courted semiconductor multinationals with tax holidays and trained-engineer pipelines.
Why This Matters for Penang
For Malaysia, this is not just a Vietnam story. Penang has long been ASEAN’s second-tier semiconductor hub after Singapore, anchored by Intel, AMD, Broadcom, Micron and a dense OSAT ecosystem. Hanoi is now offering the same incentives — cheaper land, lower wages, strong government coordination, and a fast-growing engineering talent pool — that drew those companies to Bayan Lepas in the first place.
The Singapore angle is worth flagging too. The Singapore Semiconductor Industry Association signed a separate MoU with QTSC this month to connect Singapore’s mature chip ecosystem with Vietnam’s emerging one. If that Singapore-Hanoi axis deepens, Malaysia risks losing its position as the natural third pillar between Singapore’s design dominance and Thailand’s growing assembly base.
For Malaysian engineers, students and policymakers, the takeaway is uncomfortable but clear: the regional semiconductor map is being redrawn in real time, and Penang cannot rely on legacy advantages alone.
Our Take
Hanoi’s chip push is the strongest signal yet that Vietnam intends to compete with Malaysia, not complement it, in the ASEAN semiconductor value chain. The 18-MoU flurry and Viettel’s first fab are concrete — not slideware — and the 22,000-engineer target by 2030 is aggressive enough to actually shift hiring patterns across the region.
For Malaysia, the right response is not panic, but acceleration. Penang’s existing OSAT cluster and Kulim’s high-tech park remain genuine strengths, but the country needs to keep moving up the value chain into design and front-end packaging. If it does not, Hanoi will eat the next decade of chip FDI that might otherwise have landed in Bayan Lepas.
The bigger lesson: ASEAN’s semiconductor map is no longer a tidy ladder of Singapore (design) to Malaysia (assembly and test) to Vietnam and Thailand (low-cost labour). It is becoming a flat playing field where every country is gunning for the same upstream work — and Malaysia cannot afford to stand still.
