The inaugural “Digital Leadership Excellence (DLE) Programme: Navigating the Tech Frontier,” a joint initiative by the Malaysian Communications and Multimedia Commission (MCMC) and Huawei Technologies (Malaysia) Sdn Bhd (Huawei Malaysia), has celebrated the graduation of its first cohort. The graduation ceremony, attended by Minister of Communications Fahmi Fadzil, honored 50 leaders from government, industry, and academia.
Strengthening Global Competitiveness through Digital Leadership
“Through initiatives like the DLE Programme, we strengthen our global competitiveness while advancing ASEAN’s inclusive and sustainable growth,” said Fahmi during his speech at the ceremony held at the Hilton Kuala Lumpur. He commended MCMC and Huawei Malaysia for their commitment to the program, emphasizing its role in equipping leaders with the skills and knowledge necessary to drive digital transformation and enhance public service delivery and industry strength.
Bridging the Leadership-Technology Gap
Launched in March 2024, the DLE Programme was initiated in response to Prime Minister Dato’ Seri Anwar Ibrahim’s call at the 2023 Malaysia ICT Summit, hosted by Huawei Malaysia, to bridge the gap between leadership and technology. The program aims to develop 300 Malaysian Digital Leaders by 2026. Its core objective is to provide leaders with the expertise and tools needed to spearhead digital transformation within their organizations and improve operational efficiencies. The program is structured in three chapters: the first engaged 50 participants, the second is targeting 100, and the third will involve 150.
A Collaborative Effort for Digital Empowerment

Comprehensive Training and Industry Exposure
The DLE Programme is an intensive eight-month hybrid training initiative that covers key digital domains, including 5G, Artificial Intelligence (AI), the Internet of Things (IoT), Cloud Computing, Big Data, Green Technology, and Cybersecurity. A key component of the program is an industry visit to China, where participants engage with leading global tech companies.
The first DLE cohort visited companies like Da-Jiang Innovations (DJI) and BYD Company Limited, and Huawei’s Research Campus in Dongguan. These visits provided insights into emerging technologies, and participants worked on group projects addressing Malaysian challenges, demonstrating the practical application of their acquired knowledge.
