A Major Infrastructure Deal

Malaysia Rail Link Sdn Bhd (MRL) has appointed Maxis as the Single Preferred Infrastructure Provider and Telecommunications Partner for the East Coast Rail Link (ECRL), a strategic 10-year agreement that will transform connectivity along the 665km rail alignment.
The partnership was formalised at the KotaSAS ECRL station in Kuantan during the arrival ceremony of the ECRL’s Golden Electric Multiple Unit (EMU) train and Electric Locomotive (E-Loco). The event was officiated by Transport Minister Loke Siew Fook and Communications Minister Datuk Fahmi Fadzil.
What is the ECRL?
The East Coast Rail Link is a major infrastructure project connecting the east and west coasts of Peninsular Malaysia. Stretching 665km from Kota Bharu in Kelantan to Port Klang in Selangor, the ECRL aims to boost economic activity in the East Coast Economic Region (ECER) and improve transport connectivity for millions of Malaysians.
What Will Maxis Do?
Under this agreement, Maxis will deliver a comprehensive connectivity ecosystem including:
- Seamless mobile coverage for passengers across the entire rail alignment
- Coverage inside tunnels and at all stations
- High-speed onboard WiFi for passengers
- Broadband solutions for retailers at ECRL stations
- Enterprise push-to-talk services for railway personnel
- Operations, maintenance, and commercialisation of telecommunications assets
Maxis has also partnered with U Mobile to develop shared mobile infrastructure, ensuring users from all mobile network operators can enjoy uninterrupted service along the line.
Why It Matters
Maxis CEO Goh Seow Eng said the partnership aligns with the national digital agenda and will contribute to ECER development. This marks a major milestone in Malaysia’s journey toward a digitally integrated transport network.
For commuters, the ECRL will offer reliable mobile coverage and WiFi, transforming travel time into productive or entertainment time. For the telco industry, this partnership sets a new benchmark for infrastructure collaboration.
